Offbeat Travelogue: If a tree crosses the road, and the traffic lights are faulty, would it make a sound?

Hot on the heels of the Bridge To/From Nowhere... Unless the tree(s) on the left needs it, can anyone tell me what this traffic light is for? I asked the lampost and the blank billboard, but they declined to comment.

DBKL (when you're not too busy busting up houses of worship) should really fix this. This was found off the Middle Ring Road 2 (MRR2) East-bound, at the Jalan Bunga Raya exit. Oh and by the way, the other traffic lights weren't working either.
